AJK Government Abolishes Right of Way Charges to Boost Telecom and Fiber Expansion

The Azad Jammu and Kashmir Government has officially eliminated Right of Way (RoW) charges for telecom and IT infrastructure, a move aimed at accelerating digital connectivity and expanding fiber optic networks across the region.

The decision was approved by the President of Azad Jammu and Kashmir following a cabinet meeting held on January 28, 2026, removing a major financial hurdle that had previously slowed telecom infrastructure development.

Officials said the abolition of RoW fees is expected to significantly lower deployment costs for telecom operators and encourage faster rollout of broadband and high-speed internet services throughout AJK.

Multiple Departments Covered Under New Policy

The revised framework applies to several government departments, including the Communication and Works Department, Local Government authorities, Physical Planning and Housing, Energy and Water Resources, the Board of Revenue, and the Forest Department. By bringing these entities under a unified policy, the government aims to simplify approval processes for telecom projects.

One-Window NOC System Introduced

To further streamline infrastructure deployment, the AJK government has introduced a one-window operation for issuing No Objection Certificates (NOCs) related to telecom towers and fiber optic installations.

Under the new system, applications will be submitted through deputy commissioners and must be processed within 15 days. If no response is issued within the stipulated timeframe, approvals will be granted automatically, reducing administrative delays.

Clear Rules for Restoration Costs

The policy also clarifies that any restoration costs resulting from infrastructure work will be assessed based on prevailing market rates. Telecom operators will be required to pay these costs in advance to ensure timely repair of public assets.

Fast-Track Dispute Resolution Mechanism

A grievance redressal mechanism has been put in place to address disputes related to telecom infrastructure deployment. Complaints will be resolved at the district level within one week, providing operators with faster conflict resolution.

The decision aligns with broader national efforts to remove financial and regulatory barriers to telecom expansion. Following federal directives issued in July 2025, multiple provinces and institutions have adopted similar measures to support the growth of digital infrastructure across Pakistan.

The move is expected to play a key role in improving internet access, supporting digital services, and strengthening connectivity in Azad Jammu and Kashmir.
