Pakistan’s Telecom Revenue Jumps 31.6% in Three Years, Senate Told

Pakistan’s telecom sector has recorded strong and consistent growth over the past three years, with revenues, investments, and digital connectivity all showing notable gains, according to an official performance report presented in the Senate of Pakistan.

In a written reply submitted by the minister in charge of the Cabinet Division, the House was informed that the telecom industry posted a 31.6 percent increase in revenue between 2022 and 2025. During this period, total sector revenue reached Rs1,075 billion, driven by improved operational efficiency, a growing subscriber base, and rising demand for digital services nationwide.

Investment and FDI Show Upward Trend

The report also highlighted steady growth in investment across the telecom sector. Overall investment increased by 8.8 percent over the three-year period, reflecting continued spending on network expansion and infrastructure upgrades.

More significantly, foreign direct investment (FDI) in the telecom sector surged by 67.2 percent, signaling growing international confidence in Pakistan’s digital market and regulatory framework. Officials described the sharp rise in FDI as a positive indicator of the sector’s long-term growth potential.

Rs402 Billion Contribution to National Exchequer

According to the report, the telecom industry made a substantial fiscal contribution over the last three years, paying Rs402 billion to the national exchequer in the form of taxes, fees, and other levies. The figures underline the sector’s importance not only for digital transformation but also for supporting government revenues.

Broadband and 4G Subscribers Increase

Digital connectivity indicators also showed marked improvement. The number of broadband subscribers grew by 18.1 percent between 2022 and 2025, reaching 150 million users across the country. The growth has been fueled by increased adoption of e-commerce, online education, digital banking, and remote working solutions.

At the same time, 4G subscribers climbed to 141.4 million, improving internet speeds and service quality for a large segment of the population. The expansion of 4G coverage has played a key role in enhancing digital inclusion, particularly in urban and semi-urban areas.

Local Telecom Manufacturing Doubles

Another major highlight of the report was the rapid growth in local manufacturing of telecom-related devices. Domestic production surged by 101.5 percent during the review period, indicating progress in import substitution, job creation, and the development of Pakistan’s local technology ecosystem. Officials said increased local manufacturing is expected to improve affordability and boost smartphone penetration.

Sector Remains Central to Digital Transformation

Overall, the report presented to the Senate depicts a telecom sector that continues to expand despite broader economic challenges. Rising revenues, increased investment, higher subscriber numbers, and growing local production point to a maturing industry playing a central role in Pakistan’s digital transformation agenda.

With sustained regulatory support from the Pakistan Telecommunication Authority and continued investment, the telecom sector is expected to remain a key driver of economic growth, innovation, and digital inclusion in the years ahead.
